Description

SCTP now has the capability of specifying unordered delivery for data, which has the same purpose of fighting the "head-of-the-line" blocking as the streams agility specified by RFC3588. The latest rfc3588bis revision also refers to this unordered delivery method, as an alternative to the previous mechanism.

When unordered delivery is applicable, we don't have to worry about streams anymore, which would simplify the implementation.

This change however is incompatible with TLS over SCTP. Therefore, we must either use it only for non-TLS connections, or wait of DTLS over SCTP (see 19).
